DEV League Drafts
Start-up League drafts will begin 24 to 48 hours after the last league fee is paid.
Existing leagues have 7 days after the final payment to finalize cuts. The draft will be scheduled for 9 days after the final payment or 48 hours after the final cut.
The draft order is determined for start-up leagues via a random lottery using the Fantrax.com draft pick generator.
Drafts are considered a “Slow Draft” with 2 hours per team, per pick, and usually take up to 2 weeks to complete (40 Round AVG)
Teams are emailed when the league is full and when the draft will begin.
Once all teams are paid and confirmed, the draft may begin unless a predetermined date has been set.
Draft Type: Live Online Standard (Slow)
Time limit per pick: 2 hours
After two (2) consecutive time-out picks, you will be placed on auto-draft
Live draft sleep time start: midnight ET
Live draft sleep time end: 10:00 am ET
All returning teams are awarded one (1) Free Agent pick per player dropped or cut during the off-season.
Free Agent picks may be traded at will.
Players not found in the Fantrax.com player database cannot be drafted.
DEV League Waiver Wire Rules
In all leagues, we use a two-part claiming system.
All waived players are eligible for bidding daily using a Free Agent Acquisition Budget (FAAB).
All waiver claims are processed the next day at 9 AM ET.
After the 9 AM ET waiver run, all remaining players will be available on a First Come, First Serve (FCFS) basis until each player's game-time lock. At the start of each player's respective game, players will be waived and available to bid on for the next day's waiver run.
All dropped players will be automatically waived and locked for at least 24 hours to allow everyone in the league to bid on said player. Dropped players will be included in the following 9 AM ET waiver run after their 24-hour lock.
There is a season-long cap on FCFS claims. Once you have reached this cap, you can no longer claim players via FCFS. The FCFS claims limit begins immediately after the draft ends and ends on the first day of the playoffs.
All undrafted players will go to waivers for 24 hours after your league's yearly draft concludes.
All players will go on waivers at the start of their respective games.
Waivers run daily at 9 am ET.
After the 9 am ET waivers, all players will be available FCFS (first come, first serve) until the start of their game that day.
Any player whose team does not play on any given day will go to waivers at the start of the last game of that day.
All Free Agent claims will be locked at noon ET during the first Monday of the fantasy postseason.
The commissioner will reverse any Waiver claim made before the noon ET cut-off that the system processes on Tuesday at 9:00 am ET or Wednesday at 9:00 am ET.
Teams can drop players during the Postseason but cannot make claims.
DEV League Minors Eligibility Enforcement
After a one-day grace period, the owner will be prevented from attempting to make all transactions except moving a player out of the minors slot and dropping any player. Pending claims like waiver claims will be canceled and not processed.
DEV League Trades
Once the league host (Fantrax) is ready, Trades must be made using the transaction feature only.
Preseason trades may be completed once all teams' rosters are officially ready (Fees paid, cuts made)
Multi-player or lopsided trades may be made. Vacancies can be filled using one of your add/drops.
The owner with a surplus above the league-dictated roster max must drop at least one player to make room on their roster.
Future picks can be traded.

DEV League Off-Season
The number of cuts for each team is different due to the number of Minor League credits kept on your roster, PLUS any 3+ year tenured players.
A CUT DATE/TIME will be posted in each Slack league chat room after the final payment for your league is paid in full. Failure to make the necessary cuts by the CUT DATE/TIME will result in a LOSS HALF of your available FAAB per day.
A MAX ROSTER CUT DATE/TIME will be posted in the main Slack Baseball chat room. Failure to get your roster at, or under, the MAX ROSTER LIMIT by the posted DATE/TIME will result in a LOSS of HALF YOUR TEAMS AVAILABLE FAAB per day.
Once players reach 3+ yrs of continuous service, they will also give you credit towards your CUTS.
Rosters will expand to accommodate Minor League Picks yearly as CUTS will expand to protect your team's growth.
DROPS will only come from your final Regular Season Roster from the previous season.
Your offseason cannot begin until CUTS and payment has been made.
If the last team pays within 3 weeks of the MLB season, starting CUTS will be 48 hours after the final payment is received, and the draft clock will change from 2 hours to 1 hour per pick.
If there are Orphan Teams from owners who leave the league, Dynasty Orphans (DO) will attempt to find new owners.
If necessary, DO will sell teams via a Dispersal Draft to keep the league intact with the current number of teams.
